时传祥15岁从家乡逃难来到北京，迫于生计背起粪桶当了一名生活在最底层的“粪花子”，饱受了粪霸的剥削压迫，遭人白眼，受尽了凌辱。 解放后他当家做了主人，感到了尊重与平等，他竭尽全力带领环卫工人为市民服务，提出“宁愿脏一人，换来万家净”的口号。他被评为劳动模范，在1959年全国群英会上受到国家主席刘少奇的接见。 文革中，时传祥同党和国家领导人以及全国人民一样受到了严峻的考验。他被遣送回乡，放下了他热爱的事业，但他深明大义，教育子女接过他无法继续背下去的粪桶，走进千家万户，为人民服务。 时代变了，社会进步了，再也不需要工人背粪桶了，旧北京的茅房没有了。当年迫于无奈将自己的亲生女儿遗弃在茅房里的一位现已在美国定居的小姐，正委托律师寻找孩子。而那个女婴当时被时传祥救了性命，送到福利院并为她起名为石解放，现已长大成人，时传祥勤劳朴实的精神影响了她的一生，她立志为人民服务一辈子。当年的小姐将百万财产投入了北京的环保事业。
